LP, Makabayan Lawmakers Join Forces in Submission for House Minority

MANILA, Philippines – Legislators of the Liberal Party (LP) who claim the minority of the House of Representatives have teamed up with the leftwing legislators of the Makabayan bloc with the aim of increasing their number. 19659007] On Monday, July 30, Miro Quimbo, representative of the 2nd constituency of Marikina, wrote to President Gloria Macapagal Arroyo to inform him that he and 14 legislators held a "continuing organization meeting", where Quimbo was elected Minority Leader :

  • Representative of the Dinagat Islands Kaka Bag-ao
  • Representative of Ifugao Teddy Baguilat Jr [19659008] Representative of the 3rd District of Quezon City Jorge Banal
  • Representative of the 6th District of Quezon City Jose Christopher Belmonte [19659009] Camarines Sur Representative of the 3rd District Gabriel Bordado Jr
  • Gabriela Representative Arlene Brosas
  • Representative of the 1st District of North Samar Raul Daza
  • Pangasinan 4th District Representative Christopher de Venecia
  • Caloocan City 2nd District Representative Edgar Erice
  • Albay 1st District Represented feeling Edcel Lagman
  • Negros Oriental 1st District Representative Jocelyn Limkaichong
  • ACT Teacher Representative Antonio Tinio [19659009] Representative Bayan Muna Carlos Zarate

Of the 15 legislators listed, 12 are from the LP while 3 are from Makabayan – Brosas, Tinio and Zarate.

In the same letter, Quimbo tells Arroyo that 7 other lawmakers succeeded

  • Representative of Anakpawis Ariel Casilao
  • ACT Representative Teacher France Castro
  • Gabriela Representative Emmi de Jesus
  • Representative of Kabataan Sarah Elago
  • Representative Mindoro Occidental Josephine Ramirez Sato
  • Representative Akbayan Tom Villarin

Sato is a LP member, while Casilao, Castro, De Jesus and Elago are all part of Makabayan. Alejano and Villarin, meanwhile, are members of the independent minority group "Magnificent 7", whose other 5 members are part of the LP

With this letter, LP legislators say that they now have 22 members in their block. The battle of power is now passed to the minority after the escape of the representative of the 1st district of Davao del Norte, Pantaleon Alvarez, and the election of the representative of the 2nd district of Pampanga. According to the rules of the House, any legislator who has not voted in favor of the winning candidate for the presidency will automatically be a member of the minority. Minority legislators would then hold a separate election to appoint their leader.

Other legislators wishing to join the minority bloc must write a letter to the duly elected minority leader, who will then decide whether or not to accept the application. In the event of rejection, a legislator would eventually become part of the independent minority group.

Apart from the LP, however, the blocks of Alvarez and Danilo Suarez, the leader of the minority under Alvarez, vie for the minority.

The minority group of the House is coveted by legislators because duly recognized minority legislators are allocated slots in all committees. Slots are small, but they give the minority the power to vote at committee hearings. – Rappler.com
