LTFRB specifies the cost of the Jeepney rate matrix

MANILA, Philippines – The Land Transport Regulatory and Regulatory Council said on Wednesday that fees for the new tariff matrix are P560 and not P610.
The chairman of the LTFRB, Martin Delgra III, explained that the tariff paper-matrix per unit costs only 50 pesos. He said the amount covers administrative costs.
He added that there is a regulatory fee of 510 pesetas per deductible and not per unit, bringing the total fee of the tariff matrix to 560 pesos.
"As early as 2001, a ministerial decree requires the filing of a regulatory fee of P510 every time you apply for a tariff matrix," Delgra said during an interview with "The Source" of CNN .

Delgra said that he did not know where it was reported that the LTFRB charged P610 for the tariff matrix.
He made the clarifications after reports announced on Monday that the LTFRB has released the new tariff matrix for tariff increases in the NCR, central Luzon and southern Tagalog regions. Reports report P610 charges for the new matrix to be assigned to jeepney operators.
Online users have criticized the alleged imposition of the P610 tax, claiming that the tariff matrix was "very expensive" because it is printed on plain paper.
The breakdown of P610 fees is as follows:
P40 for the verification of the franchise
P50 for the tariff matrix, and

The chairman of the LTFRB, however, clarified that the calculation is incorrect.
"The tariff matrix is not easy to simulate"
Delgra stated that the tariff matrix includes the plate number, the official receipt and the signature of the authorized LTFRB official, which is difficult to handle.
Delgra admitted, however, that several drivers were still retaining false copies of the rate matrix. He added that replication of the matrix was now part of the administrative concerns.
"Nothing is absolutely foolproof," said Delgra, adding that his agency would review the process on the order of Secretary of State for Transport, Arthur Tugade.
Delgra said the LTFRB will review the process to better implement the rate adjustments in the future.
Earlier, the Undersecretary for Road Transport, Mark de Leon, said that there is a rule that drivers and operators can not charge higher fares without an updated tariff matrix issued by the LTFRB.

The LTFRB had previously confirmed its decision to grant a temporary increase of the P1 in July and added a P1 for the first four kilometers, permanently. This decision increased the minimum fare for jeepneys to P10.
