A nationwide implementation of an online payment system for initial registration fees of new motor vehicles is now being prepared by the Land Transportation Office to finish this year, following its successful launching in Metro Manila.

The transportation agency is now gearing up to expand the new payment mode for the initial registration fees for three years of new motor vehicles and motorcycles in the whole of Luzon in November, while it will be implemented in Visayas and Mindanao regional offices before the year ends.
Prior to this, the LTO-National Capital Region (NCR) are now conducting orientation and seminars among regional offices in Luzon in preparation for the implementation of the online vehicle registration assessment and payment there.
“Dapat lang na mapatupad natin ito nationwide para mapabilis ang pag-proseso ng kaukulang dokumento gaya ng Official Receipt (OR), Certificate of Registration (CR) at plaka ng mga bagong sasakyan (We really should implement it nationwide to fasttrack the processing of appropriate documents such as the Official Receipt (OR), Certificate of Registration (CR), and plates of new vehicles,” LTO Assistant Secretary Edgar Galvante said.
Galvante added that with the initial implementation of the new payment system, people are not only expecting, but are demanding the availability of their services online.
“In the few months that we have been implementing this in Metro Manila, we reduced processing time and avoided heavy queuing for new registration transactions,” he added.
Galvante shared that in Metro Manila, with the online payment system and the launching of its ‘Moving Forward’ project, the OR/CR and vehicle plates are made available within three days after the car or motorcycle dealers submit the documents.
The agency launched the use of Internet-based payment system for Metro Manila transactions last June following the call of President Rodrigo Duterte to eradicate corruption and red tape transactions in government agencies and in accordance to Republic Act No. 11032, or the “Ease of Doing Business and Efficient Government Service Delivery Act of 2018.”
LTO is using the Electronic Payment Assessment Tool (e-PAT), a web-based facility that computes the amount to be paid without human intervention thus eliminating the opportunity to bribe or extort.
LTO has partnered with Land Bank of the Philippines (LBP) for this online payment transaction and with its current IT service provider, Stradcom Corporation.
The computed amount from the e-PAT and other details for the payment are then cascaded to the LBP-Electronic Payment Portal, where the MV and MC dealers can use their Land Bank account to pay for the transaction online.
The payment will be reflected at the LTO-Information Technology (IT) System that enables faster issuance of the vehicle’s Official Receipt (OR) and Certificate of Registration (CR).
According to LTO, other forms of payments such as fees for license application and renewal, as well as MV/MC renewal can soon be paid online starting next year.
