Executive Secretary Salvador Medialdea will serve the government caretaker while President Duterte travels abroad this week.

In Special Order No. 1265, the President designated Medialdea as the "officer-in-charge" of the executive department when he attends the Association of Southeast Asian Nations (ASEAN) summit in Singapore from November 12 to 15 and the Asia Pacific Economic Cooperation (APEC) leaders' summit in Papua New Guinea from November 16 to 18.

"To ensure continuity of government service, it is necessary to designate an officer-in-charge (OIC) to take care of the day-to-day operations in the Office of the President and oversee the general administration of the Executive Department," the order read.

The President is scheduled to depart Davao City Monday afternoon for the two-nation visit.

Accompanying the President of Foreign Affairs Secretary Teodoro Locsin Jr., Finance Secretary Carlos Dominguez III, Defense Secretary Delfin Lorenzana, Social Welfare Secretary Rolando Bautista, National Security Adviser Hermogenes Esperon Jr., Presidential Spokesman El Salvador Panelo, and Presidential Communications Secretary Martin Andanar.

In the Palace order Duterte All government departments and agencies have been directed to assist the Executive Secretary in the discharge of his functions.

"All acts of the Executive Secretary for the President shall be deemed to be the President of the President unless otherwise approved by the President," the order read.

The order, signed by Medialdea on November 9, was released by the Palace Monday.
