PRESIDENT Rodrigo R. Duterte on Sunday reiterated his support for Finance Secretary Carlos G. Dominguez III, while also suggesting that Mr. Dominguez was responsible for the effects of the Tax Reform for Acceleration and Inclusion (TRAIN) Law.
