Four policemen from Makati City The Commission on Human Rights (CDH) condemned their actions and the head of the Philippine National Police denounced their "deviant behavior".
The now viral cell phone video was reportedly taken in March 2017 and was donated by a former anti-drug officer from ABS-CBN, which aired on Wednesday. The Makati police confirmed that the check-in took place at the office of their Drug Unit (SDEU), and that it featured four members of their staff, namely the police officers. 1 Stephanie Limhap, Heizelle Maramag, Francis Intia and the director of the SDEU Insp. Valmark Funelas
After the police chief. Guillermo Eleazar, director of the National Capital Region Police Bureau (NCRPO), acknowledged that they had searched the woman but claimed that she had been paid to participate in a "demonstration" on the way to search for hidden drugs.

But she said that the officers violated their agreement when they secretly recorded the supposed demo. "They are just too much, what they did to me was unfair, they ruined my life," said the woman, who covered her face during the briefing.
"Her intimacy was violated, which is what made her furious." Supt. Rogelio Simon, police chief of Makati, told the Inquirer later in an interview. "The case was that it would be searched but no video, no cell phone would be involved."
The woman had expressed the intention to file a complaint against the still unidentified officer who took the video, Simon added.
Simon says that the demo was made for a group of women who were newly assigned to the WWTP, and that the woman who appeared in the video was approached by the police for work because she was a friend of one of the property of the SDEU
According to Eleazar, however, even though the woman had agreed to be undressed and searched, there were still "several violations of our standard operating procedures."
Men in the Room ]
These included the presence of men in the room while she was undressing, said Eleazar in an interview. And even though it was not a police operation, there should not be any registration, said the NCRPO chief during an interview
The four released officers would face administrative charges to be determined in a pre-charge investigation, Eleazar added. Simon recalled that Funelas, the head of the SDEU, had been dismissed last year, but that he had been reinstated as head of the unit after the departure of his replacement
. force of the law "would be applied in the matter." Let me say it clearly: we strongly condemn this kind of deviant behavior in our ranks. "
CHR alarmed
Earlier on Thursday, CHR commissioner Gwendolyn Pimentel-Gana issued a video statement. The statement, however, was still based on early media reports describing the woman in the clip as a real "drug suspect."
"It is alarming that even after passing a law against torture, incidents such as occur in closed neighborhoods, especially that the police are involved," said Gana. "We urge the PCP to open a transparent investigation into the case, where the perpetrators will be liable beyond simply suspending their duty to possibly violate the Republic Act 9745, Section 4, on acts of torture .
