President Duterte has signed a law granting the Villar-owned telecommunications company a 25-year congressional franchise to operate in the country.

Republic Act No. 11089 grants Streamtech Systems Technologies, Inc. has franchise "to construct, install, establish, operate and maintain telecommunications systems throughout the Philippines."

The National Telecommunications Commission (NTC) is a member of the National Telecommunications Commission (NTC), which has a certificate of public convenience and requirements for the construction and operation of its telecommunications systems. The NTC has the power to impose conditions and regulates the grantee's telco facilities.

The law also authorizes the company to make excavations or layouts in public places for the purpose of erecting and maintaining their cables or cables.

"The franchise will be in effect for a period of twenty-five (25) years from the date of the effectivity of this Act, unless sooner canceled," the law reads.

The law also highlighted the right of the government over the radio spectrum, saying it was a privilege conferred upon the grantee that can be withdrawn anytime after due process.

In times of war, calamity, or any other emergency, the President has a "special right" to take over and operate the telco's facilities in the interest of public safety, security and public welfare.
