A Phoenix couple would sue this city for $ 10 million, alleging that they had been illegally arrested after their 4 year old daughter stole a doll from a store.

During the filmed showdown on May 29, police waved their weapons at Dravon Ames and her fiance, Iesha Harper, after being anonymously informed of the youth's theft, according to 12News, a NBC affiliate.

The couple realized that their daughter had stolen the doll once they had left the store, according to a notice of claim filed Wednesday by the network. The daughter of the one year old couple was also with them at the time.

Ames and Harper then took their children to their babysitter in a nearby apartment complex, where police officers approached them.

A passerby filmed some of the arrests, which was made public Tuesday by the Phoenix Police Department.

The footage first shows an officer handling a man suspected of being Ames.

The man was handcuffed while an officer held him down, then lifted and pushed into a police car.

The policeman then kicked the man's right leg and shouted, "When I tell you to do something, you – do it," shows a video.

The man, who seemed to have complied, said, "I'm sorry, I'm sorry."

Shortly after, another policeman, armed with his weapon, opened the door of the couple's car. Harper and his daughters were still inside.

"Put your hands in the air!" The officer shouted repeatedly.

Once Harper got out of the car with their kids, the officer went down and covered his gun.

Harper ends up handing over his children to an unidentified woman before being handcuffed.

In the middle of the confrontation, one of the officers reportedly told Harper: "I could have shot you in front of your children," according to the claim notice.

Phoenix police are conducting an internal investigation into the incident, according to NBC News.

"The Phoenix Police Service takes all allegations of misconduct seriously and for this reason, the Professional Standards Bureau is investigating this incident," a police statement said.

The couple's complaint alleges that the police committed violence, illegal imprisonment, false arrests and other violations of civil rights.
