Now with the latest update of the Google application, Pixel users will be able to access these settings from their system settings.

Some users now see a new "Assistant" item in the Apps & Notifications section. Pressing it will give you two options for accessing Google Assistant, either by calling "Hey Google" or by pressing the sides of the phone. It also offers a convenient link to all the wizard options in the Google Account settings. This should spread to all Pixel users over time.
