Some caveats in the revised PlayStation Store Policy: You are eligible for a refund only if you have not yet downloaded or broadcast the game. The only exception is if the game is "defective", although Sony does not go into detail about what this means. In addition, refunds can only be credited to the balance of your PlayStation wallet. The new rules apply to full games, avatars, season tickets and other downloadable content.
Prior to the policy update, only EU customers could get a refund of pre-orders on the PlayStation Store. For US and Canadian players, most game pre-orders were final, although some game developers exception to this policy.
