That is why the industry of bailiffs has begun to send mass applications in paper form – says Kamil Pabich of the Office of the Bailiffs of Maciej Skowroński to the Warsaw court Śródmieście in Warsaw. Officials admit, however, that obtaining a certificate allowing direct access to CEPiK is quite complicated. – Offices must meet strict security requirements, such as having a separate Internet connection. The Department of Digitization says that the only way to get data from CEPiK is to email them. She therefore suggests that the IOC is not required to respond to paper applications. – This position has been presented to the National Council of Judicial Officers – says Karol Manys, a spokesman for the ministry. He underlines that the electronic way is not only reserved for the bailiffs, but also for the police, the courts, the prosecutors, the services or the social security. – The possibility of obtaining data in the teletransmission mode of data already existed in 2000. He adds that the problem of access to the database is very difficult, because without the CEPiK data, it is impossible to reliably determine the debtor's status. – These people often do not want to cooperate with us. The CEPiK data is proof for us that the debtor has a car registered for himself – says our interlocutor.
