The planned investment consists of the construction of a residential and commercial building with facilities. Although the area where the object is located is located in the heart of Noteć forest, the environmental impact report shows that the investment will not have a significant negative impact on the Natura 2000 area. The report was prepared in 2014. It was prepared by naturalists: prof. Piotr Tryjanowski, Dr. Tadeusz Mizera, Dr. Jan Mazurkiewicz, Dr. Aleksandra Kraśkiewicz, Jacek Więckowski, Dr. Katarzyna Krupa. Interestingly, in 2011, the same team made a forecast of the environmental impact of the Local Territorial Development Plan project, which was presented to the Oborniki City Council in October 2011 and then passed.

– The landowner, on whom the object is created, asked the office to call the local zoning plan for this investment around 2009 – recalls the mayor of Then, Anna Rydzewska. – At the stage of agreement on the plan, the subject returns several times to the meetings of the town planning committee. From what I remember, it was supposed to be a summer house with guest rooms. At that time, we did not want to let the object disrupt the forest ecosystem Noteć – he adds.
In 2010, the Marshal's consent for the alienation of this area – 2.69 ha – was given for non-agricultural purposes (the Marshal also sought advice from the House of Agriculture of Wielkopolska, which issued a positive opinion in September 2010). At the end of 2010, after the local elections, the mayor changed his position in the commune. Oborniki, on which Tomasz Szram was chosen. In 2011, the new mayor asked for additional advice from RDOŚ, the voivodeship polling station, voivode and the sanatorium on investment. All were positive, but RDOŚ commissioned a report of environmental impact. – In my opinion, the main issue in this area was the deforestation of this area at the request of the deputy mayor of the time – Bogdan Bukowski – commented T. Szram.

Some naturalists, including prof. Tryjanowski, Dr. Aleksandra Kraśkiewicz, creating an environmental impact report for this investment, in 2017 with the father of investors, Nowak brothers: Michał Paweł Nowak, founded the Polish Faun Foundation, which operates in Stobnica. As the members of the foundation explain, it is mainly the help of big predators.
Prof. Tryjanowski does not see the problem in that he first made a forecast of the environmental impact of the local spatial development plan, then he prepared a report on the environment for the investors of Nowak brothers, and today with their father he collaborates with the Fauna Foundation.
– If we received a fee for the activity of the foundation, then this could raise doubts. And we do not do that. The status of our foundation is that we help the big animals that occur in this area. Naturalists create it – says prof. Tryjanowski.
According to the prof. The planned investment by Tryjanowskiego does not contradict the Notecka Forest Protection Plan.
– It is difficult for such a report for an investor prepared by someone else that we who know this place, we are the people who are usually there. People compare the forest of Noteć to the forest of Bialowieza, in which I defended. It's weird. The Notecka forest was planted with a human hand. Anyway, Marshal's consent to deforestation was created before anyone thought of building something here and the opinion of naturalists was not necessary.
