Drought at the box office of the Institute of Meteorology and Water Management. Without money, there will be no warning against storms

The next year IMGW will celebrate the century, but the atmosphere of the institute is far from being celebrated because there is no money for ongoing operations, investments and even equipment repairs.

Nearly 1.5 thousand employees are questioning about the future of the institute. – We are afraid that there will eventually be more money for wages. We can lose, for example, IT searched on the market – we mean in IMGW. It would not be easy to replace experienced mimics. A major problem for the institute is the failure of the radar installed in Rzeszów allowing, inter alia, to issue weather warnings. Its repair of IMGW is estimated [1945900] for 650,000 zł. This is not much, because the purchase of a new device would cost 15 million zlotys.

IMGW currently serves approximately 1.8 thousand synoptic, meteorological and climatological stations. Every hour, they send a packet of data to WMO, the World Meteorological Organization, a United Nations specialized agency to which 185 countries belong. Interviewees at IMGW are also afraid to launch a pilot system less than a month ago, the government's SMS system warning residents of each province of sudden weather hazards. – The information comes first of all from us. If we can not deliver them, there will be a problem – we hear in IMGW

This is very bad news in the context of what we have recently faced with the rapid changes of time . But the most dangerous can be the grounding of planes – say our informants. What does the institute have to do with aviation? Agreement with the Polish Agency for Air Navigation Services (PANSA) on the weather coverage of aircraft operating in Polish airspace. The lack of weather data from the IMGW will prevent PANSA from fulfilling its statutory duties. The consequence will be the total limitation or closure of airspace and the difficulties in Polish airports. And if PANSA carriers and passengers start massively making claims for ground planes, you can expect the agency to automatically transfer them to IMGW. From there, the simple path of bankruptcy of the institute, which has already ended the year 2017 with a loss of 13 million PLN, covered reserves. – Interrupting the task of the weather shield, it is also financial and picture problems for the country, because airlines will be forced to avoid us – a person who knows that the # The case tells us so.

Where do you get these IMGW problems? After the amendment of the water law in 2017, it passed from the Ministry of Environment to the Ministry of the Maritime Economy and Inland Navigation (MGMiŻŚ). Funding has also changed: previously, the money came from the state budget and the National Fund for Environmental Protection and Water Management (NFOŚiGW). Now, IMGW is at the mercy of the newly formed Polish waters, the State Water Farm, which itself does not have any money. This year, IMGW has transferred 35 million zlotys to IMGW. It's about 35%. what the institute needs to function normally.

We asked about the case in Polish waters, but we were directed to the ministry supervising the company. "PGW Wody Polskie is in constant contact with the IMGW in this case." Currently, there is no decision on further amounts for the IMGW "- MGMiŻŚ Press Department told us

We also turned to the Government Security Center. , he explained to us … how the SMS RCB Alert system works. "The news will be created based on information about potential threats received from offices, departments and institutions, including IMGW" – said Anna Adamkiewicz, head of the RCB Information Policy Department

According to the documents, RCB knows a lot about IMGW financial problems.Maritime Economics Minister Marek Grobarczyk and the Minister of Finance, the Ministry entrepreneurship and technology Jadwiga Emilewicz have already announced – "The lack of stable funding of the service this year could lead to difficult repairs in this regard" – RCB warns in a letter to ministers [19659002] RCB suggests to improve the situation in IMGW, using the Office of Technical Supervision (UDT, which is submitted to Minister Emilewicz). The Office has funds of an amount of about 460 million zlotys. The law on technical supervision provides that it may grant non-repayable financial support, including cultural institutions or scientific units. This is not at all a dead recipe – in early July, for example, a contract for the support of the Warsaw Museum of Technology was signed.

As unofficially agreed, IMGW is expected to obtain about PLN 50 million. Only the answer does not exist so far. – We will respond to the letter from the Branch of RCB – we were told at the Ministry, Minister Emilewicz, when we ask if it is possible that the UDT subsidizes the IMGW. The ministry of Minister Grobarczyk writes that he "analyzes different options to finance the activities of the IMGW, but no decision has yet been taken as to the possible changes in the funding of the institutes". Our priority is the high quality of hydrological and meteorological services, "says MGMiŻŚ. in the case, they say that in the autumn the law on water can be changed, which can restore the IMGW funding directly from the state budget, not through the Polish waters . According to the published documents, it seems that there is no specific project to modify the regulations

lowered to the wall IMGW does not passively wait for the top-down decisions and tries to tear money from it belongs to the NFEPWM according to the direction of the institute. Our results indicate that an assignment to a settlement attempt has already been submitted (the institute has no funds for the claim). This is a payment of 20 million PLN.

IMGW disorders will have far-reaching consequences

What do we need for the Institute of Meteorology and Water Management? Many people are associated primarily with weather forecasts on television

This is an institute that conducts research. But it is also a meteorological and hydrological service. This means the operation of the measuring stations, from which the parameters of the atmosphere and the main rivers are read in order to know what is now, but especially to know what will happen in the future. You can not predict the weather without it. And there is no money for that, it 's not only a problem for Poland, but also for Europe, from the 39, England in the Balkans. This will affect everyone with hiccups.

Exactly. IMGW is part of the WMO Network or the World Meteorological Organization.

Sixty Polish stations send a telegram containing data, which goes first to the European center and then to the whole world. These are reports for the purposes of weather forecasts. In Europe, several models of weather forecasts are used several times a day and must use observation. And since there will be no such observations in Poland, the models will be less precise. I do not know what will happen then, because it is difficult to imagine in . For example, there is no money for radio prospecting measures, that is, if we probe the atmosphere at a height of about 30 km with the use of balloons, one would lose the most valuable information, including with regard to the air temperature, the humidity, the speed and direction of the wind. Without them, it is difficult to provide reliable weather forecasts.

Now, one of the eight IMGW radars broke down in Rzeszów. There is 650 thousand PLN for its repair. What is the risk of such a failure?

This is a very important device in the weather warning chain. Thanks to him, we know where and how much rain falls, where the storm is and where is moving . You can predict what will happen in an hour or two. Such a radar has about 200 km of coverage, so that Rzeszów includes both the environs of Lublin and Krakow. 600 thousand C is a lot and little, but if there is no money for such things, it is bad news.

It is also bad that, as no one knows, it can paralyze air traffic. IMGW is responsible for the weather shield of civilian aircraft making flights in the Polish airspace

and that is why I am concerned about the operation of Jasionka Airport. I do not know if it can be normally open. If a storm approaches and you can see it on the radar, you can close the belt for example at a quarter of an hour in the worst time and find out when it can be opened to be safe.

So, if they do not repair the radar, can we have air chaos in the event of dangerous weather events?

Exactly. Radar data is valuable knowledge not only for storms in summer, but also for winter in severe snowstorms. With radar, airport services know what to do. For example, does the plane travel for half an hour, then can it land safely or should it be sent to another airport? Without radar, no one will wait, and planes will be sent back.
