The Ministry of Entrepreneurship will create an organization of entrepreneurs under the name Business Poland House. Business representatives, according to Dziennik Gazeta Prawna, are convened with an invitation, in which entrepreneurs are encouraged to participate in the EU legislative process and to present their position. The goal is very noble, because the government should represent the interests of Polish entrepreneurs on the European and international forums, but the devil, as always, lies in the details.
Up to 180,000 per month for government services
Joining HBP will not be free. This should not come as a surprise – mandatory self-governments (eg engineers or architects) also collect annual contributions from their members. However, in the case of Business Poland House, the premiums will be huge. According to the information available to Dziennik Gazeta Prawna, it seems that companies whose annual income exceeds one million zlotys pay a monthly contribution of between 83 and 180 thousand zlotys.
In exchange, BPH members would count on participation in expert debates, lobbyists' substantive support, the opportunity to present their position and their participation in the EU legislative process. An added benefit is to be "a network of decision makers".
Entrepreneurs criticize
The government's idea was not warmly welcomed by entrepreneurs. They criticize both the fees and the fact that the idea of organization seems to be a form of royalty collection to facilitate access to decision-makers, which can lead to inequities between entrepreneurs.
Entrepreneurs also pay particular attention to the fact that the European Union forum is the most practical way to do business in order to convince others of its importance for the whole community.
State Autonomy of the State?
Theoretically, the new employers' union must be independent of power. However, the Ministry of Entrepreneurship and Technology does not hide the fact that the Prime Minister's Chancellery is also behind the concept of commercial organization and that the project has a strategic character. Business organizations are concerned that the new organization may weaken the role of existing organizations (Pracodawcy RP, Lewiatan, BCC, for example).
The very idea of nationalized economic autonomy is not new. The government worked on a similar project in 2016.
