The Sejm Finance Committee adopted the draft budget for 2019 and presented 32 amendments out of 442 requests. She spent nearly five hours discussing this issue. The Commission has chosen, inter alia, to increase the costs of the police and the prison service.
Deputy Minister of Finance Tomasz Robaczyński said that the amendments adopted are generally technical corrections. – Transfers between individual budget items. The main amendments concern the increase in the remuneration of the police and the prison service, in accordance with the agreements concluded with the unions of these services – he said. An additional 339 million zlotys were allocated to the police and 64 million zlotys to the prison services.
The rejected amendments were negatively evaluated by the Ministry of Finance:
Deputy Minister Robaczyński explained that they expected a total increase of 13 billion zlotys of VAT revenues and about 4 billion zlotys of customs revenue. – There is no basis for planning such recipes now – he stressed.
Amendment of the opposition
The only amendment to the opposition was accepted during the vote before the Finance Ministry could give its opinion on it. It provides for an increase of 560 million zlotys in VAT receipts for the purpose of reconstruction of the national road n ° 62 on the section Włocławek-Brześć Kujawski and the construction of the Brześć Kujawski ring road.
– Members have the right to submit amendments and vote. We will look at this after analyzing all the adopted amendments – said the deputy minister.
Fewer funds on RPO and PIP?
The discussions sparked by Luke Schreiber's amendments to the PiS, which tend to include reducing the Ombudsman's budget. Opposition representatives said they were offered with such greatness that the ROP budget will be reduced by PLN 4 million compared to 2018. The mediator's activities should be limited.
Krystyna Skowrońska (PO) emphasized that the scope of the POR's responsibilities was increasing, inter alia with regard to the so-called extraordinary complaint. She noted that 2.5 thousand people have already joined the RPO. applications in the field.
She added that less money – up to 20 million zlotys – would go to the National Labor Inspectorate. According to her, the PIP and the regional chambers of control have the lowest wages among services and inspections. – And by 100 million PLN, you increase the IPN money compared to 2015 to be able to go abroad, as the press currently says – she pointed out.
Schreiber explained that his amendments limited administrative expenses. – But it is in no way a reduction in spending only in the case of the RPO – he said. He added that the expenses of the Sejm Chancellery, the Chancellery of the Senate, the Supreme Court or the Supreme Administrative Court are reduced by a few million. Thanks to this, the salaries of prison officers are increased. According to Łukasz Schreiber, the POR budget will remain reasonable after the changes. He added that the amendments to the IPN opposition reduce the institution's budget of 178 million zlotys, or about 50%.
Deputy Minister Robaczyński added that the average salary at NLI is about 7.6 thousand. PLN, which is significantly higher than other inspections. – The National Labor Inspectorate is not the lowest paid service, I would say that is in the average, higher levels of this average – he said.
The draft budget
The Ministry of Finance provides in the project that state budget revenues will reach 387.6 billion zlotys next year and that the expenditure will rise to 416.1 billion zlotys. It means that the state budget deficit will not exceed 28.5 billion zlotys. The deficit of the public finance sector (calculated according to the EU methodology) is expected to rise to 1.7%. GDP.
During the preparation of the project, the Ministry of Finance assumed that the real GDP would increase by 3.8%, that the average annual inflation would reach 2.3%, that the average annual wage bill of 39%, national economy and pensions would rise nominally by 6% and that private consumption will be higher by 5.9%.
Schedule of additional work
In accordance with the work program on the budget adopted by the parliamentary committee on 12 December, the draft budget will be read in second reading at the plenary session of the Sejm. On December 13, the Finance Committee would consider the proposed amendments at second reading and on December 14, 2018, the third reading and adoption of the finance law by the Sejm would take place.
On December 21, the bill would be sent back to the Senate, which would have until January 10, 2019 to take a stand. On January 15, 2019, the Finance Committee would consider amendments to the Senate and on January 16-18, 2019, Senate amendments would be considered at the Plenary Session of the Sejm.
On January 22, 2019, the finance law would be subject to the signature of the president. According to the constitution, the president will have 7 days to sign the act.
The parliament has four months to submit the budget to the president, from the moment the project is submitted by the government. If he does not, the president has the right to dissolve it.
