– If you only consider technical considerations, there is a chance that the renovation will be completed in time, that is by the end of the year. However, with this involvement of the contractor, there is no chance – said Marek Szempliński, spokesman for Wroclaw Investments, the press, who oversees the reconstruction of ul. Hubska and Pulaski.

There is not much to cross the crossroads. There is a large hole near and under the railway viaduct in the direction of Pulaski.

It is therefore not surprising that in early November, representatives of the main renovation contractor, the Spanish consortium Balzola, went to Wroclaw to negotiate the extension of the end date of the reconstruction. The working time of the officials and the number of employees involved in the reconstruction are critically evaluated. The end of the year has therefore remained unchanged.

– The city has not resigned by any date and the penalties are calculated on a continuous basis – Marek Szempliński says.

Until now, the contractor has managed only to re-establish tram traffic at the intersection of ul. Glinianej and Hubska. Thanks to this, trams can go to Gaj and Tarnogaj from mid-October. And there, it was not without complications. The intersection was commissioned a month and a half after the deadline. According to preliminary findings, trams had to follow this route before the end of the summer holidays – August 26, and cars on August 30. According to the contract, Balzola for putting the track after the deadline – unless indication of objective reasons, will have to pay 0.05%. contractual value for each day of delay, approximately 17,500 persons. zł. If the fines were fully calculated, the Spanish company would have to pay 840,000 euros to the city. zł.

What money will go for possible penalties, that the contractor will have to pay, we do not know.

– Usually, penalties are attributed to additional costs incurred during the investment. Any surplus goes to the budget – explains Marek Szempliński.

In the summer, authorities have planned to collect the reconstruction of the intersection of ul. Pułaskiego with Hubska and Dyrekcyjna Balzola, who explained the delay with shortages in the outsourcing market. Ultimately, the entrepreneur has not changed. As explained then Marek Szempliński, despite the unrest, it was Balzola who offered the most favorable completion date of the work and the price of additional work.

The Spanish consortium Balzola is the contractor for the construction of the track on ul. Hubska in April of last year. Only the second call for tenders settled it. The Spaniards were elected because they paid 50,000 euros less. PLN offer that their main competitor – Skanska.
