– There was a time of promise, now is the time for implementation – said forcefully Rafał Trzaskowski during the presentation of the 12 priorities of the first year of his presidency. But at least in four cases, there are serious doubts about the ability of the new president of the capital to keep his word.
After the announcement of Patryk Jakiego, the construction of two new subway lines in two quarters, the subject of the underground queue has become one of the most ardent of the election campaign.
One month after his main competition, Rafał Trzaskowski presented its own concept of subway development for two quarters. He proposed extending the first line of Młociny to Białołęka and completing it with two missing stations: Muranów and Plac Konstytucji. He also postulated the creation of a kind of perimeter line, starting from the branch of the second branch of Gocław.

But it was certain that the first term of office of the future president would be reflected mainly in the construction of tunnels and stations planned and subcontracted by Hanna Gronkiewicz-Waltz's team. On the basis of the documents of the town hall, we orderedthat this construction can absorb more than half of the city's investment budget. We were skeptical about the possibility of adding new tasks. That's why we asked directly: what will he accomplish in the first term?
– First, complete the second subway line and extend it with additional stations, plan and start work on the third subway line – replied the candidate.
This "extension of the second line" corresponds to the construction of the PKP Toruńska station to the north and Ursus Północny to the west. Rafał Trzaskowski also spoke at another press conference. And he was consistent in these statements: – The date that binds us is the completion of the second subway line by 2023. During the term, we wish to extend this line to Żerań and Ursus. During this mandate, we would like to start planning the next metro lines and to build a third one – quote from the transport-publiczny.pl portal.

The seventh item on the list of priorities is the improvement of public transport. Indeed, the president of the capital confirmed the statement of completion of the construction of the second subway line, but regarding its extension with two new stations, this one was no longer also firm.
The announcement of this announcement to Ursus had a "soft" character and the subject of the station PKP Toruńska did not appear at all. – We will complete the second metro line, but we will also start discussions on its possible extension to Ursus. We will start planning the third metro line: analysis, expertise, geological work, planning – he said.

Skra yes, but only with the investor
During the election campaign, the sport was also noisy. Dusty club objects are a dream setting a press conference for those who wanted to criticize the achievements of Hanna Gronkiewicz-Waltz in this area. A club – Skra Warsaw – appeared in the foreground. Its purpose, despite the successes of its athletes, seems shameful. Reconstruction of the Skra it was a postulate that the candidates acceptedalthough they differ in details, for example on the size of the future stadium.
But just after the elections, the winner completed his statement with an important objection: – [stadion – red.] Skry – you will have to look for an investor. Because the city alone can not stand it – said in a video interview for "Gazeta Stołeczna". Then he repeated it to Polsat: – From the beginning, we said we would look for an investor and an agreement because it is an investment of 500 million zlotys. From the beginning, it was clear.
Of course, he gave fuel to his political rivals, who immediately declared that "Trzaskowski was withdrawing from his promises". – I do not withdraw from anything. I will fulfill all my obligations. I was also clear on the fact that when it comes to skin problems, that there is money to start this project, cooperation is needed to get external funding – convince journalists as president of the capital.
This statement raises serious doubts. Although Rafał Trzaskowski repeated at least several times the reconstruction of Skra in any of the public statements we have found, he did not err in the need to find an investor.
During the sports debate at the Legia stadium, he said: – The problems that existed up to now depended on those who made the Skra, and they took very bad care of them. We rebuild it, finally the city wins the process and finally it can invest. As for Skrę, Skrę is also rebuilding.
– You must also take charge of sports facilities, including the renovation of Skra – quote from "Dziennik Gazeta Prawna".
The investor also has no say in the official program, where the candidate used the words "Warsaw will rebuild" or "build": "Warsaw has the duty to ensure the development of the most former sports discipline – athletics ". Today, players can not always count on an adequate training infrastructure. Skra Sports Complex – we will build an athletic stadium and a training and warm-up stadium. The Varsovians will also benefit from Skra's recreational activities, their area will naturally be connected to the Mokotow field ".
The announcements of the investor's involvement should raise serious doubts if we recall how reluctantly the search for partners for the construction of underground car parks. Hanna Gronkiewicz-Waltz announced that they would be built in a dozen places but that after three terms, it was not possible to find a single company ready to build garages for their money on urban land. Practice has shown that the public-private partnership system in Poland does not work effectively.
Rafał Trzaskowski has not yet presented any argument allowing him to think that Skra will be different.

Smog was also an important topic of the campaign. In Warsaw, the problem of air quality is more and more perceptible, literally. There are days when you do not need to have the right app to find that you are breathing badly. One of the promises of the Civic Coalition candidate in this regard was the liquidation of "cups", that is, the poor quality of old, cheaper fuel burning ovens. This is not the case in private homes, but also in buildings belonging to the city. Rafał Trzaskowski has announced some profound changes here.
– We want to fight with all the "cups". By 2020, we want to liquidate them and connect them to the gas network. And not only those who are in collective flats, but we also wish to develop a plan for cooperative or private flats. The change would be that we would like to pay 100% to join the gas network, and thus fund the connection itself and even the design phase – he described at a meeting with reporters in August.
It certainly has not slipped, as these words have been confirmed in the official program of the KO candidate. We read: "The city will pay for the replacement of coal furnaces by other types of heating (gas, for example) .We subsidize 100% of the costs – not only the replacement of furnaces, but also the preparation of projects and the construction of a gas network connection ".
Will this promise be fulfilled? We would like to answer: yes, but … The document published by the city after the conference devoted to the 12 priorities of the new president included such a registration: "In 2019-2021, we will liquidate all the cups in common houses. by changing the rules on subsidies for the replacement of old heaters in private homes, I will bring the subsidy to 12 000 A, the poorest people will be able to count up to 100% of aid to financing of the exchange ".
Therefore, the promise of a 100% refund will be a surcharge not exceeding PLN 12,000. Only the poorest people can count on the total amount, but the income criterion has not been determined.

Increases for teachers: lower and not for everyone
Rafał Trzaskowski also promised an increase in teachers' salaries. In the campaign, he worked with very precise figures. – We wish to allocate 350 additional PLN for each contract teacher in Warsaw and 250 PLN for each trainee teacher. In addition, we wish to create a special scholarship program – 1000 PLN scholarships for outstanding teachers – he announced in September. Both the program and the reality?
– At the beginning of the year, we start with a 5% increase. These increases will be greater for younger teachers because we have the largest deficit. We want to attract and retain teachers to teach our children, but – as announced – these increases will include contract teachers later – he has already spoken as president of Warsaw.
The amount was no longer in absolute value. According to the calculations of "Gazeta Stołeczna", an increase of 5% corresponds not to 250, but to a few tens of zlotys (with an average salary of 1750 PLN net). And the more experienced contract teachers have appreciated the taste, as they will not receive the 350 PLNs promised at the moment. From the purse mentioned for the most remarkable also the silence.
