In return, through his position as deputy minister, he offered entrepreneurs assistance in obtaining several million contracts from the Pomeranian Water Supply and Improvement Council in Szczecin.

The deputy minister was also to urge the contractor to grant the director of the Melioration Council of West Pomerania a bribe of at least PLN 200,000. He argued that it was a condition for the entrepreneur's business to work and stay in the market. The money was transferred, and the director of the West Pomeranian Meloration Council Tomasz P. is now one of the main suspects in the so-called "Melioration case" and was temporarily arrested.
