Given the above argument, we would like to point out that in the law on the security of mass demonstrations, a specific role – is reserved to mass events, which, because of the risks associated with these specific events, give rise to fear of violence or aggression during their lifetime. The dangers indicated by you in points 1, 3, 4 and 6 do not meet this requirement because they refer in the same way to the majority (if not all) of the mass events. On the other hand, the threats of points 2 and 9 can not in any case provoke violent or aggressive actions in a rational chain of cause and effect.
Threats to points 5, 7 and 8, although they refer to mass events held at the Pol Festival "and" Rock, for the reasons described above, should be considered as devoid of rational justification, and their relationship with the fear of violence and aggression can only be very obvious.
The analysis of the effects of a higher risk status. According to the legislator's hypothesis, such status should allow the event organizer to meet higher security standards than usual. It is to force the Organizer to involve more people working on security, to introduce monitoring, to a number of other additional safeguards, as well as to control activities. intensive. In the case of the Festival Pol & # 39; Rock, in terms of securing the event, granting the status of increased risk does not bring any results. This status has no impact on security, because the organizer of the original security plan has taken into account all these additional requirements and has secured the event as if the status at risk high worked. It is hard not to have the impression that it is not the safety that is the real reason for the Commander 's decision regarding the Pol Festival & & # 39; Rock. At least, it is clear that this decision does not matter for the safety of the event.
We regret to say that even a superficial analysis of the commander's opinion shows that the arguments it contains have been formulated in advance.
As the end of this letter, we would like to remind you that the basis for qualifying mass events for high-risk mass events is the fear of violence and aggression. Recognizing such fears as justified is particularly painful for all those who participated in the Pol & # 39; Rock Festival, the only one that has been held for years under the slogan "Love!
