In the justification of the verdict, the judge pointed out that Recio had deceived his employer continuously and consciously by avoiding taking the job and performing the duties entrusted to him.

By his actions, the accused opposed the public interest. He also exposed a serious loss of the image of the public administration – added the judge.

The lawsuit against the former head of the municipal archives was initiated by the Valencian authorities. In the lawsuit, they accused Recio that he had not worked for more than a decade, although he had claimed a high salary from the town hall – 50,000. Euros per year.

The town hall appealed to the court after, in March of this year. The Madrid public prosecutor has withdrawn the lawsuit against Carles Recio. This decision provoked a lot of controversy, as his colleagues at work wanted to testify against the official. They have presented ample evidence that Recio deliberately deceived the municipal authorities.

Several City Hall staff confirmed to the Spanish media that the 53-year-old clerk's routine today was the same in ten years. He only appeared to defend the employee card at 7:30 and 15:30.

Recio defended himself by saying that he was not working inside the building of the town hall. He testified in the prosecutor's office that he could not perform his duties, because the city authorities did not respond to his requests to assign him a computer.

Carles Recio, who was fired from work in August 2016, argued that "in the last 10 years, he has accomplished many important tasks outside the archives.

I performed tasks that were assigned to me outside the office. I can not disclose what I did outside the office, because the nature of my work was confidential – explained the official.
