In the draft amendment to the Forest Law and some other laws of the Ministry of the Environment, it is proposed to create the company Polskie Domy Drew (DP). Its goal will be to support housing construction using wood building technology to save energy. The company will be a housing operator operating under the Mieszkanie plus program. DP will act as an investor developing wooden housing.
The founders of the company will be the state forests, the National Fund for Environmental Protection and Water Management and the Ochrony Środowiska Bank. The company will build not only single-family homes, but also multi-family homes. Its share capital must be raised to at least PLN 50 million; The project expects that in 2018-2027, the maximum limit of expenditures of the National Fund for Environmental Protection and Water Management will be set in Bill 2018. – 60 million PLN; 2019 – 500 million PLN; 2020 – 400 million PLN; 2021 – 400 million PLN; PLN 2022 – 300 million; 2023 – 100 million PLN. Beginning in 2024, the Fund will not incur costs related to the proposed modification
To the extent of the project's impact, it is estimated that the potential area of the lands belonging to the Consolidated Revenue Fund, which will be allocated to DDA investments, can range from 250 to 300 ha.
It was also assumed that 30% of dwellings would be made available to single-family dwellings. land area for investment and collective dwellings – 70%
Most of the land to be built, as approximately 100 ha must be separated in the province. Silesia. On other places are: woj. dolnośląskie (about 50 ha), Opole (about 20 ha), Warmian-Mazurian (about 25 ha), Masovian (about 22 ha), Pomeranian (about 25 ha), Lubuskie (about 15 ha), Kuyavian-Pomeranian (about 7 ha), Lodz (about 8 ha), Lesser Poland (about 9 ha), West Pomeranian (about 9 ha), Lublin (about 4 ha), Podlasie (about 4 ha), wielkopolskie (about 2 ha), podkarpackie (less of 1 ha)
The authors of the project believe that with the new regulation – "in a relatively short time" – the availability of housing will increase, including those available for people with moderate incomes. In addition, it will support entrepreneurship in the field of low-energy wood construction and will support the development of the sector of eco-construction of the Polish economy and technologies modern. In the opinion of project proponents, the new regulations will indirectly contribute to the reduction of air pollution caused by so-called low emissions
The OSR project convinces that "wooden buildings have many advantages". The first is the short construction time – construction of multifamily wood buildings lasts 4.5 to 5 months, and a single family home – 3 months. In addition, wood houses are energy efficient – in these homes, the heat consumption is 35 to 40%. energy used in brick building, and with the maximum use of renewable energy – the possibility of reaching the parameters reaches 18-20 percent. thermal energy consumption
The authors also point out that wooden houses – compared to traditional brick construction – are 60%. lighter, thanks to which they can be built in short-range areas. Such properties are also durable and weather resistant, they can be easily rebuilt or modernized. According to the authors of the project, the new regulations on wood construction will positively impact the competitiveness of the micro, small and medium enterprises sector by increasing the scale of the DDP's orders and investment activities
It is proposed that the law comes into force the day after the day of the announcement.
