One of the most important tasks of the National Center for Support to Agriculture (KOWR) is the development of land in the agricultural reserve of the Treasury. This form dominated for two years, when the law refusing the sale of agricultural land from the state to a large extent came into effect. He was replaced by the lease.

Three meetings were held at the Ministry of Agriculture with the participation of representatives of agricultural associations and agricultural autonomy during which these rules were adopted.

The average selling price per hectare of agricultural land reached PLN 31 000. In 2018, KOWR intends to sell about 7 000 ha. Among the non-selling, permanent means of developing a property resource, there is a dominant land transfer to eligible entities, especially local government units, mainly municipalities. This helps the self-governments to carry out their tasks, mainly in the construction of infrastructure: sports, recreational, cultural and technical, including the construction of: pumping stations, sewage treatment plants, etc. . Lands are also transferred for road construction purposes

Last year, KOWR donated 645 hectares of land to local governments for free. From January 2018 to the end of March, it definitively sold 506 ha, the largest of the Bydgoszcz office – 194 ha

At the end of March 2018, there were more than 1.374 million hectares in the Agricultural Treasury Reserve, of which 1,027 ha are rented. More than half of the remaining area in the stock WRSP is located in the area of ​​operation of 4 branches: Wrocław, Szczecin, Poznań and Warsaw
