The Office of Electronic Communications will check the speed of your Internet connection

On December 1, a free tool to measure the speed and quality of Internet access for all users will begin – announced Thursday the Office of Electronic Communications. Through UKE certification, measurement results can be used when the operator complains.

The monitoring mechanism is available on pro.speedtest.pl. In addition to the website, there is also an application for desktops, web and mobile applications (running on Android and iOS systems).

The measurement of the quality of the Internet access service requires registration on the website pro.speedtest.pl, entering the Internet speed settings indicated in the contract with the operator and the installation of the # 39; s application. In order to be able to generate a report that will serve as proof of the operator's complaint, two 24-hour measurement cycles must be carried out within a maximum of six days. Measurement results obtained with the help of web and mobile applications also have informative value for the user and should not be used to generate a report.

As announced by UKE representatives, the Office will provide assistance to users for the use of this tool. Detailed instructions will be available on the website cik.uke.gov.pl. You can also call the hotline and use direct advice in one of the UKE's 16 field offices.

– Consumers will be able to enforce their rights more easily than ever before, which will increase competitiveness among suppliers. Their offer will now be compared not only from the point of view of price and speed declared, but also on the basis of reliable measurement – said UKE CEO Marcin Cichy.

Unlike other tools available on the network, the PRO Speed ​​Test application checks the conditions under which the measurement was made. It checks, among other items such as the processor load, the type of network card, the presence of active VPN connections, the intensity of the traffic generated in the background, the number of devices in the home network of the 39; user.

According to UKE, the tool has passed a security audit (security of all applications, servers and databases) and an accessibility audit (adaptation of the website and applications for Windows to the requirements of WCAG 2.0 AA).

The work of the Office on the preparation of a tool to objectively measure the quality of Internet access has been going on for more than four years. According to the President of the Office, various possibilities have been stipulated, including the certification of a tool manufactured by chambers of commerce and its own construction by UKE. In the end, it was decided to select in the competition a company that would have created a tool that was subject to an audit by the Office. The mechanism was developed by the company V-Speed ​​without compensation from the Office, while it is the user data administrator. The processed data are the user ID, the measurement results, information on the computer and the operating system.

The certificate will be valid for two years. Similar and certified mechanisms to test the quality of Internet access are available in four EU countries: Germany, Croatia, Romania and Italy.
