The law adopted by the Sejm aims to adjust the amount of expenses borne by entrepreneurs with regard to social insurance contributions to their financial capabilities. The intention of the regulation, as explained by the deputy head of the Ministry of Entrepreneurship and Technology Mariusz Haładyj during the parliamentary procedure, is also: development of the spirit of enterprise , the stimulation of professional activity, the limitation of the so-called gray area and improve the ability of companies to survive. The Ministry of Entrepreneurship and Technology, which prepared the project, is counting on the fact that the new regulation will come into effect from 1 January 2019.

Owing to the planned changes, those who run a sole proprietorship, whose average monthly income does not exceed 2.5 times the minimum wage (in 2018 it is 5,250 PLN), will be able to pay proportionally to the income of social security contributions.
The project assumes that the entrepreneur can use the proposed solutions for 3 years in the last 5 years of operation. For two years, he will have to pay social security contributions in full. As Haładyj explains, the idea is that the average entrepreneur who is in the target group accumulates the minimum capital of retirement.
We also wanted to motivate entrepreneurs to grow their business so that they would eventually grow with a system designed for small businesses. low income or with temporary difficulties
