Rivas is being held at the Multnomah County Detention Center, the statement said. He is due in court on Wednesday.
The Multnomah District Attorney’s Office told CNN on Wednesday it was “screening the case … to render an impeachment ruling by this afternoon’s court appearance.”
It was not immediately clear if Rivas had a lawyer.
Jean Gerich, 77, of Portland, died after being punched, the statement said.
The Oregon state medical examiner has determined that Gerich died of blunt trauma and ruled her death a homicide, the statement said.
Gerich’s family released a police statement saying she was a longtime Portland resident, mother of two and grandmother of five. “She received her first vaccine shot last week and was delighted to be releasing into the world again,” the statement said.
“We are grateful to the Good Samaritans who were at the scene,” the family said.
Stage spread over a dozen blocks
The incident left a total of 10 injured, including Gerich. Police said two of them were cyclists, seven were pedestrians and one victim could not remember whether they were in or out of their vehicle when they were struck. The scene spanned more than a dozen city blocks in southeast Portland, on roads and sidewalks, officials said.
Police were first notified of an erratic driver around noon Monday and calls regarding injured people began shortly after 1 p.m. ET.
“Other witness reports indicate that the suspect was traveling at around 50 to 100 km / h in other parts of the neighborhood as he continued his irregular driving,” police said.
The vehicle eventually crashed and the driver attempted to run but was stopped by civilians until police arrived, authorities said.
