When he went to Parliament to present the state's draft budget for 2019 in the specialty, Mário Centeno asked the parties to be wary of the changes made to the government's plans: " avoid myopic behavior ". Among the nearly a thousand proposals for change – whose impact, in a dramatization speech, counted the prime minister as being 5.7 billion euros – they all had the green light – the the vast majority ended up being touched. Some have nevertheless been approved with a significant impact, either to increase expenditures or to reduce or increase revenues.
"The Finance Ministry estimates that the proposed amendments to the EO will have a negative impact of about 100 million euros on the budget balance," an official source told Business.
According to the accounts of the Ministry, there were three with a greater weight:
- the reduction in VAT on the harvest has an impact of 24 million euros;
- the weight of autonomous taxation of vehicles had an impact of 39 million euros;
- and creating an additional new level at IMI will contribute to the turnover with 30 million euros.
The negative impact on the budget balance represents almost one-tenth of GDP, which means that Mario Centeno's deficit target of 0.2% is sufficiently rounded to 0.3%.
Also in his closing speech, Carlos César, president of the PS, felt that the impact of the approved amendments was weak: "Despite this, with few exceptions, although negligible, the initial proposal of the government has maintained its consistency policy and financial equilibrium ".
