At the end of the third quarter, the Minister of Finance, Mário Centeno, had captivated 773 million euros, or 0.9% of the budget of central administration and social security. According to DGO, the captives projected in the state budget for 2018 amounted to 1,086.3 million euros, which means that 313 million euros have already been released. However, it should be noted that these data do not yet count for captives added by the budget implementation law.
Compared to the same period in 2017, the value of captives at the end of September 2018 is 148 million euros lower than in the same period of the previous year. Last year, initial captives rose to 1,448 million euros. Of this amount, 921.7 million euros were captivated in September 2017.
Two weeks ago, Mario Centeno revealed in Parliament that this year there would remain 500 million euros to spend against the amount of spending approved by deputies. If this is achieved, it means that the Ministry of Finance has yet to unlock about 273 million euros in the fourth quarter of this year.
"The remaining captives are mainly expenditure financed by own revenues, which depend on the respective collection to be carried out, which modifies the nature of these captives," explains the Directorate General of Budget, noting that "the own revenues of the captive". last year was below the € 297 million budget for services ".
The Assembly of the Republic has the obligation to publish information on captives. In 2017, the government used a captive registry to monitor budget execution.
The DGO also informs that the budget reserve – allocation intended to meet potential needs – still had 364.9 million euros at the end of September.
