The VAT reduction on electricity is one of the requirements of the Left Bloc and the PCP for the next state budget.
But the official source of the Office of the Secretary of State for Parliamentary Affairs, in charge of negotiations with left-wing parties, denies the announcement of Catarina Martins.
And RTP guarantees that "right now there is still agreement on one of the issues that are under discussion for the State Office for 2019."
RTP knows that the measure is on the negotiating table but that it is far from being closed. The government continues to assess the budgetary impact since any reduction will result in a loss of tax revenue in the state coffers.
If VAT falls from 23 to 13%, the state loses 350 million euros each year. But if the reduced rate that was collected at the entrance of the troika in Portugal, the public funds annually lose 600 million euros of tax revenue.
Loses the state, the Portuguese victory: for a monthly bill of 40 euros and 90 cents, if the VAT drops to 13%, the electricity bill drops by just over three euros per ms.
For a bill of 60 euros per ms, the savings would be four euros and 70 cents. And for an average bill of 98 euros and 45 cents, the bill would drop seven euros and 76 cents.
The savings are even higher with 6% VAT: in this scenario, the bill of 40 euros is five euros and 23 cents cheaper. Either it drops 8 euros in the case of an invoice of 60 euros or it can go down by more than 13 euros if the bill of lading is 98 euros per ms.
The newspaper "Expresso" avana that the government can choose to apply the different rates according to the monthly consumption.
In other words, the executive can set a minimum consumption level and apply a rate of 6%.
The PCP wants to go even further and also promotes the reduction of natural gas and bottled gas
