The paper invoices will cease to exist as of January 1, 2019. Whether in stores, pharmacies or restaurants, merchants and service providers will be exempt from the issuance of the paper bill, except on request. If this happens, the customer can receive it at a time on paper according to E-mail. The news is advanced by Jornal de Notícias, in this Wednesday's edition.
However, the decree-law will not erase the registration of the purchase. On the contrary, it will be forwarded directly to the Finance portal, where the taxpayer can consult it later. To do this, and to be able to waive the issuance of the paper invoice, the measure requires companies to have certified software so that operators can process the invoice and transmit it "in real time" to the administration. tax. It is sufficient that the invoice contains the taxpayer number (NIF) of the buyer.
The measure was announced by Simplex + 2018 in June and will be regulated by the Ministry of Finance. But the novelty does not stop there: all invoices can be issued without the customer's TIN. It is from January 2020 that all invoices and other documents will have a two-dimensional barcode ("QR Code") and a unique code of the document.
In this sense, even if the invoice was issued no taxpayer number, the buyer can communicate it to Finance, using the "QR code" or the unique code, having only to photograph it. Thus, the taxpayer can enjoy the tax benefits without having to disclose his taxpayer number to the merchant / service provider. This measure aims to contribute to the fight against tax evasion and tax evasion, if companies do not want to declare the bills.
A Data protectionhowever gave a negative opinion the paperless bill and the introduction of barcodes. The commission says that these measures will allow the bill to arrive at Finance with detailed information on purchases, which is not the case today because it is a ".regression in terms of protection of rights, freedoms and guarantees"Citizens.
In contrast, the Government ensures that the information that will reach the tax administration will be the same which is already available and requires companies to identify all establishments where invoices are issued until June 30, 2019.
