The United States is not ready to admit defeat, but its campaign has suffered from what foreign officials see as an improper approach and a lack of hard evidence that Huawei represents a real risk. Trump repeatedly undermined his own Justice Department, which unveiled radical criminal indictments against Huawei and his financial director with charges of fraud, tax evasion and obstruction of justice.
