NLP President Ludovic Orban obtained the agreement of the party's central leadership for his proposal to amend the party's statute so that branch leaders could be dismissed at half the vote plus one of the members of the Bureau national policy and not two-thirds, as it is today. Orban argued that the change would increase the party's electoral performance, but his opponents accuse him of preparing to eliminate party opponents in the fall if the decision is validated at the National Liberal Party National Council on Aug. 4.
"The status has not changed yet, a proposal was voted in BPN, a proposal that aims at a better ability for the Executive Bureau to improve the party's electoral performance, especially in the branches. which, obviously, the national campaigns of the party are not respected, the national campaigns of the party do not reach their electoral objectives ", declared the president of the PNL, Ludovic Orban, at the end of the meeting of the national political office
. the procedural steps required to take effect – adopted by the Executive Bureau and the National Political Bureau, but the final decision will belong to the National Council
Two different votes
The first two votes out of three needed are significant for the situation in NLP. At the level of the Executive Board, which includes the President, the First Vice Presidents and the Vice Presidents, Orban's proposal reached a very easy majority – 26 votes in favor, 5 against and 3 abstentions. At the level of the National Political Bureau, which includes the branch presidents, the Liberals approved the status of the PNP by 32 votes "in favor", 17 votes against and six abstentions. At least that's the official result. Opponents of Orban say that in fact 28 votes in favor, 20 against and seven abstainers have been registered. "Everyone has the right to appeal," commented Ludovic Orban. "I tell you that he was meticulously three times. The score was the same."
Among those who supported Orban's proposal were the first vice presidents Raluca Turcan and Ilie Bolojan, Secretary General Robert Sighiartău. Former party co-chair, Vasile Blaga, agreed to change the status and pledged continued support for Orban to the presidency.
Among those who opposed the change of status were Alina Gorghiu, Cristian Buşoi, Iulian Dumitrescu, Marian Petrache, Anca Boagiu, Gheorghe Falcă, Mugur Cozmanciuc, Cristian Olteanu, Gigel Etirbu or Dan Motreanu [19659002]
What each side wants
According to political sources, this change in status is part of the strategy of Ludovic Orban, who wants to dismiss some leaders of liberal organizations in the autumn. Among those targeted are the leaders of the branches of the PNL Bucharest – Cristian Busoi, the leaders of the organizations of the sector, PNL Ilfov – Marian Petrache and PNL Prahova – Iulian Dumitrescu. The final battle will be given to the National Council, where dissidents plan to call an extraordinary convention to remove Orban from the party leadership. The unfortunate leaders blame Orban for the fact that the party is isolated on the political scene, and that would be one of the reasons for the failure of the motion of censure. "Nobody wants to talk to us, neither ALDE nor UDMR, even the party of Ponta If we do not have channels of communication at least with Tariceanu, how will we ever get a majority?" A commented on one of the dissatisfied ones. Instead, the PNL leader repeatedly explained that the motion of censure had failed because the UDMR had pursued its own interest. "Dragnea promised UDMR something that I would not have promised," said Orban, referring to the amendment of the Administrative Code, which allows the use of the mother tongue in countries less than 20%
. Iulian Dumitrescu accused Orban of filing a criminal complaint against Prime Minister Viorica Dăncilă without consulting the party. "Mr. Iulian Dumitrescu came out of the mutilation at the precise moment when we launched the hardest attack against the PSD," replied Orban. NLP leader Ilfov, Marian Petrache, asked last week to hold a special congress to decide whether or not current leaders have any support
Blaga, offer not held for Orban
Until then, each side makes its calculations, Orban having the majority in the party. The President of PNL seems quite sure of him and he continues his efforts to put the party in order, having the seat of the seats on the list of elections of the European Parliament. According to NLP sources, according to the draft list, the first would be Orban (who would play the role of drawing the list), followed by former party co-chair, Vasile Blaga. Daniel Buda, Marian Jean Marinescu, Siegfried Mureşan and Mircea Hava will also be on the list. The current deputy Cristian Buşoi will not be proposed for a new term
The large number of former members of the PDL on the list is related to the power games within NLP. According to party sources, Iulian Dumitrescu, one of the opponents of Orban, contacted former members of the PDL to ask for their support for the organization of a special congress. What followed was widely discussed in the corridors of the NLP. Back in force after the acquittal in first instance, Vasile Blaga would have depicted the situation of Ludovic Orban, announcing that some leaders of the former PDL had signed for the extraordinary congress and that others would follow , according to party sources. But, added Blaga, former PDL members feel marginalized in the new party – they only have 12 county agencies and are not in the books for the European Parliament. On the other hand, according to Blaga, 12 section chiefs can change the majority, even if personally, he would not want it. The dialogue has been fruitful. Former members of the PDL will receive the Liberal-run branches that will be decapitated and eligible for Brussels. Most PDL members withdrew their signatures for an extraordinary convention
Preparation of party opposition
On the other side of the barricade, Orban's announcement claims that they lost two battles, but not the war. Their hopes rest on the composition of the National Council of which they are part, with the leaders of the presidents or vice-presidents of the CJ's central leadership, the mayors of the municipalities or the leaders of the local and county councilors. In general, people are less willing to increase the influence of central management in local games. Conscious of being a minority, the opponents of Orban support the fact that, according to the law, any "major change" in the state of the NLP must be approved by two thirds of the votes. They argue that the President of the NLP no longer has enough influence in the party to obtain such a majority in the National Council
