In general, the Cardinals will be picking first overall pick on April 25, quarterback Kyler Murray of Oklahoma.
There had been a precedent if Rosen had decided not to report. Defender Emmanuel Ogbah did not announce the start of the Cleveland Browns' off-season program on Monday as he was about to be traded; Ogbah was indeed traded to Kansas City leaders later in the day.
However, despite the interest reported by a number of teams, the Cardinals have not yet made Rosen available via the trade.
Rosen was drafted 10th overall last year and entered the starting lineup in Week 4. The Cardinals finished 3-13 after a hectic season that saw two offensive coordinators. Head coach Steve Wilks was sacked after the season and replaced by former Texas Tech coach Kliff Kingsbury.
Kingsbury recruited Murray to Texas A & M while he was the offensive coordinator of the Aggies, fueling speculation, Arizona will pick the winner of the Heisman Trophy with the top pick at the end of the month.
