Mais elle semblait qualifier cette position lors du débat des candidats démocrates en juillet, expliquant qu'après avoir parlé aux électeurs, elle souhaitait créer un programme qui autoriserait les régimes privés et que la transition de quatre ans vers le plan de Sanders était trop rapide.
Lors d'une assemblée publique de CNN en janvier, Mme Harris a déclaré qu'elle se sentait «très fortement» à propos du programme Medicare for All et qu'elle serait disposée à supprimer l'assurance privée pour la mettre en œuvre. Le lendemain, sa campagne a commencé à faire échec à ces commentaires, puisqu'un conseiller a déclaré qu'elle était ouverte à des programmes plus modérés, mais que Medicare for All était son plan d'action.
"L'assurance-maladie pour tous est le plan qui, pense-t-elle, résoudra le problème et permettra à tous les Américains d'être couverts", a déclaré l'attaché de presse Ian Sams à CNN. "Elle a coparrainé d'autres projets de loi qu'elle considère comme un moyen de nous y amener, mais c'est le plan sur lequel elle se base."
Lors du premier débat démocratique en juin, Harris leva la main quand on lui demanda si elle éliminerait l'assurance privée au profit d'un régime géré par le gouvernement. Après le débat, Harris a déclaré qu'elle avait mal compris la question et que la modératrice lui avait demandé si elle était disposée à utiliser personnellement un plan gouvernemental.
La campagne Harris a mis en place son propre régime de soins de santé en juillet, qui proposerait une assurance maladie publique avec une limitation des frais à la charge, échelonnée sur 10 ans, au cours de laquelle une assurance privée existerait toujours pour faire concurrence au régime gouvernemental. Harris a vanté le soutien de Kathleen Sebelius, ancienne secrétaire de la santé et des services sociaux de l’administration Obama, à un programme compliqué du fait que M. Sebelius siégeait au conseil d’administration d’une société qui vend des régimes Medicare Advantage, qui pourrait être élargi dans le cadre de la proposition Harris. Les compagnies d’assurance ont été accusées d’avoir surtaxé le gouvernement d’un montant estimé à 30 milliards de dollars au cours des trois dernières années.
Le sénateur californien a également attiré les critiques de groupes progressistes lundi après ABC News rapporté qu'elle se priverait d'une assemblée publique sur le climat en septembre pour participer à une activité de financement. Harris était le seul des neuf candidats qualifiés pour le forum à refuser l'invitation.
