After reviewing the basic law of the Government, published by the Royal Decree No. (A / 90) of 27/8/1412 AH.
After study of the Council of Ministers, published by Royal Order No. (A / 13) of 03/03/1414 AH.
Having examined the organization of regional and city development agencies, published by the Council of Ministers in its Resolution No. (475) of 7/9/1439 AH;
And having examined the Supreme Ordinances No. 44457 of 14/9/1437 AH and No. 44733 of 10/8/1440 AH concerning the Committee on Major National Projects.
Having examined the relevant laws, regulations, ordinances, royal decrees and related decisions;
Desiring to raise the city of Riyadh in all areas to the extent of its position as capital of the Kingdom and make it the privileged place that we desire.
He ordered us to come:
First, the Riyadh Development Authority became a royal commission under the name Royal Commission for the City of Riyadh.
Secondly, the Authority has a Board of Directors chaired by the Deputy Prime Minister and its members are appointed by order of the Prime Minister.
Thirdly, all tasks related to major national projects in Riyadh will be transferred from the National Major Projects Committee to the Royal Commission on the City of Riyadh.
Fourthly, the Council of Ministers' Council of Experts, in coordination with the Royal Commission on the City of Riyadh and all other concerned authorities, will prepare, within a period not exceeding three months, the necessary preparations to carry out the necessary formalities.
Fifth: this order must be communicated to the competent authorities for approval and execution.
Secondly
Royal Decree No. (74166) was issued on 29/12/1440 to be a member of the Board of Directors of the Royal Commission for the City of Riyadh: His Highness the Prince of Riyadh, His Highness the Minister of Foreign Affairs Inside, His Highness the Governor of Riyadh, His Excellency the Minister of Trade and Investment and His Excellency the Minister of Foreign Affairs. Minister of the Environment, Water and Agriculture, Chairman of the Board of the National Water Company, Minister of Finance, Minister of Communications and Mines Information Technology, Minister of Transport, Minister of Economy and Planning, Minister of Industry and Mineral Resources, Engineer Ibrahim bin Mohammed Al Sultan and Amin MP Riyadh Region and president of the Saudi electricity company.

After study of the Council of Ministers, published by Royal Order No. (A / 13) of 03/03/1414 AH.
And after taking note of the Royal Decree No. A / 293 of 26/10/1438 AH.
Having considered Resolution No. 495 of the Council of Ministers, dated 14/9/1439 AH, published in the National Information Center;
Having examined the relevant laws, regulations, ordinances, royal decrees and related decisions;
And on the need of the public interest.
He ordered us to come:
First: an organ called "Saudi Authority for Data Collection and Artificial Intelligence" will be set up, directly affiliated to the Prime Minister, with a board of directors chaired by the vice-president Prime Minister and whose members will be appointed by order of the Prime Minister.
Second: A center will be created under the name of "National Center for Artificial Intelligence" and an office called "National Bureau of Data Management".
Thirdly, the National Information Center has an organizational link with the aforementioned Commission and will continue to exercise the full powers, functions and responsibilities it currently assumes, until the completion of the legal procedures necessary to bring the Commission to a successful conclusion. and the entities referred to in points 1) and 2) of this order.
Fourth: The Expert Council, in coordination with the National Information Center, shall, within a maximum of ninety days from the date of this order, establish the necessary organizational arrangements and complete the necessary procedures.
Fifth: this order must be communicated to the competent authorities for approval and execution.
Fourth
Supreme Decree No. (74167) was issued on 29/12/1440 to be a member of the Board of Directors of the Saudi Commission for Information and Artificial Intelligence, as follows: His Highness the Minister of the Interior, His Excellency the National Security Advisor, His Excellency the Minister of Trade and Investment, His Excellency the Minister of Finance, His Excellency the Minister of Finance and Technology Information , the Minister of the Economy and Planning, the Chief of General Intelligence and the Chief of State Security.
Fifth
After reviewing the basic law of the Government, published by the Royal Decree No. (A / 90) of 27/8/1412 AH.
After study of the Council of Ministers, published by Royal Order No. (A / 13) of 03/03/1414 AH.
After examining the Royal Decree (A / 133) of 30/7/1437 AH.
Having examined the relevant laws, regulations, ordinances, royal decrees and related decisions;
And on the need of the public interest.
He ordered us to come:
First: a department should be created on behalf of "Ministry of Industry and Mineral Resources", with skills, duties and responsibilities related to the sectors of industry and mineral resources.
Second: the denomination "Ministry of Energy, Industry and Mineral Resources" is replaced by "Ministry of Energy".
Third: the Ministry of Energy will assume the functions and responsibilities related to the Ministry of Industry and Mineral Resources until the end of the current fiscal year, which will take office at the beginning of the following exercise.
Fourth: The Council of Ministers' Council of Experts, in coordination with the parties it deems relevant, within a maximum of three months from the date of this order:
1. Organize the transfer and delimitation of functions, organs, personnel, functions, goods, articles, credits, etc.
Review the by-laws, ordinances, royal decrees and decisions affected by this order and propose to amend them to complete the necessary formalities.

Having examined the minutes of the Supreme Committee for the Development of Regulatory Bodies, constituted by Royal Decree No. (5130) of 2/2/1439 AH;
Having examined the relevant laws, regulations, ordinances, royal decrees and related decisions;
He ordered us to come:
First: change the name "General Audit Office" to "General Audit Office".
Secondly, the Council of Ministers' Expert Council, in coordination with the Office of the Auditor General and with those it deems appropriate, will review the system of the Office of the General Audit, issued by Royal Decree No. (M / 9) of 11/2/1391 AH, and will propose the necessary measures to comply with them. It is mentioned in point (I) of this command, and the lifting of what is achieved.
Third: this order must be communicated to the competent authorities for approval and execution.
Seventh

First: His Excellency Dr. Awwad Bin Saleh bin Abdullah Al-Awwad will be appointed Head of the Human Rights Commission at the rank of Minister.

First: His Excellency Dr. Khalid Bin Abdulmohsen bin Mohammed al-Muhaisin, Chairman of the National Anti-Corruption Commission, has been removed from office.
Secondly: Mr. Mazen bin Ibrahim Bin Muhammad Al-Kahmous is appointed Chairman of the National Anti-Corruption Authority at the rank of Minister.

Twelfth
