The summit had been preceded by the publication of a report outlining the link between Arab and European countries in a long history of strategic relations between the two regional blocs, the Arab League and the European Union, reinforced by the the willingness of both parties to develop their cooperation in order to achieve their common aspirations and face the immediate challenges, including terrorism and illegal immigration.

The draft summit has avoided controversial issues and envisaged to find political solutions to the crises in the region must be in accordance with international law and international humanitarian law, starting with the Israeli-Palestinian conflict and adhere to the two-State solution, stressing the importance of respecting the status of holy places in Jerusalem, and condemned all acts of violence and terrorism.
