The Federal National Council’s Health and Environmental Affairs Commission, chaired by His Excellency Mohamed Ahmed Al Yamahi, President of the Commission, decided to examine a federal bill on mental health, in the presence of representatives of the authorities concerned and competent.

This happened during its meeting, which was held “at a distance”, with the participation of the two members of the committee, Her Excellency Ms. Hawa Al-Dhahak Al-Mansouri, rapporteur of the Committee, Naama Abdullah Al-Sharhan, the Second Vice-President of the Council, Jamila Ahmed Al-Muhairi, and appointed him Abdullah Al-Suwaidi, and Dr Moza Muhammad Hamroor. The meeting was joined by Colonel Turki Al-Duhur, Director of the Department of Legal Legislation, and Lieutenant Colonel Ali Rashid Al Darmaki, Head of the Department of Legal Legislation.

According to the newspaper “Al Bayan”, the following people are from the Ministry of Community Development: Her Excellency Hessa Tahlak, Deputy Undersecretary for Social Development Sector, Advisor Ali Al-Sayed, Legal Advisor, Dr Alaa Ababneh, Legal Advisor , Eman Hareb, director of the Department of Social Protection, and Wadad Shaheen, specialist in psychology.

Dr Omniyat Al-Hajri, director of the public health department of the health department in Abu Dhabi, and Dr Ahmed Shehab Qanooni, senior director of the Dubai Health Authority, also participated.

For his part, His Excellency Mohamed Ahmed Al Yamahi said that the committee examined during the meeting the articles and clauses of the bill with the representatives of a number of relevant and competent authorities, and read their observations. , suggestions and opinions thereon, noting that the committee will discuss the articles of the bill with a number of other parties concerned at its next meeting. And the specialist, for the project to be thoroughly studied so as to help achieve the best possible formulation of its materials in a way that benefits society and effectively contributes to providing the appropriate environment for treating mental patients and protect their rights by creating legal and regulatory support that helps to rehabilitate them and treat them properly to reintegrate them into society. Al Yamahi added that all observations and proposals that the committee will make from its meetings with relevant and competent authorities, with representatives of the Ministry of Health and Community Protection, will be discussed, in addition to the comments of committee members and to obtain answers to all the questions and inquiries raised, and then to arrive at a consensual formulation of a number of articles and points. The bill that must be amended, so that the bill is fully and integrated, in accordance with the guidelines of the wise leadership of the State, and covers all the organizational, medical, social, legislative and legal aspects that were discussed during the meeting.

In the same context, Her Excellency Ms. Hawa Al-Dahhak Al-Mansouri said that during the meeting, the importance of full compatibility between definitions and technical terms contained in the bill and the clarification of their correct meaning was emphasized, and the need to clarify the role of each ministry or entity related to the bill and the limits of the powers of each. And coordination between them in a way that leads to the proper execution of the project in the field and achieves harmony, complementarity and effectiveness of different roles.

His Excellency pointed out that the committee was planning to conduct field visits to a number of institutions related to the implementation of the bill, in order to take a close look at the most important challenges they face in regarding the treatment, rehabilitation and integration of the mental patient into society, as part of the committee’s work plan to discuss the bill accurately and comprehensively. In light of the important societal role of the Federal National Council to improve effective communication with society, in order to reduce the negative effects of mental disorders on the lives of individuals, families and society, and to strengthen the integration of the patient psychiatric in society.

It should be noted that the Committee on Health and Environment Questions of the Federal National Council is responsible for studying draft laws, general questions, agreements and international treaties relating to preventive, curative and medicinal health services, health education and mental health, environmental protection and pollution control, natural sites and reserves, agricultural affairs and their development, and water resources. And fishery wealth and its development, breeding affairs and veterinary services, and what the council or its chairman refers to the committee for study and opinion, and other matters which fall within the competence of the ministries concerned by the work of the committee .
