He indicated that the implementation of the fourth expansion will take 3 years, adding: “The tender has been launched and 9 international companies have been sent.”
He stressed: “There is an obligation for the government (…) to repay the debts owed to the oil refinery according to a 3-year schedule 2018, 2019 and 2020. Unfortunately, there was no commitment towards the repayment program, which affected the financing schedule of the expansion project. “
The government has pledged to pay 455 million dinars of its debts to the refinery through a loan agreed in 2019, leaving 360 million dinars still unpaid, according to Al-Alawin.
The volume of investment in the fourth expansion project exceeds $ 2.5 billion, according to Al-Alawin.
The refinery spent $ 60 million on the technical phases of the expansion project related to technology selection, basic and detailed design, and contractor selection to monitor and oversee the implementation of this expansion.
On April 30, 2018, the government granted Petroleum Refinery Company an exemption from the application of Jordanian standard specifications until the completion of the expansion project, after an agreement between the two parties.
According to the Minister of Energy and Mineral Resources, Hala Zawati, “The refinery enjoys a conditional exception of compliance with the standard throughout the implementation period of the fourth expansion project. As a result, a decision was issued by the Council of Ministers approving the exception as of May 1. , 2018, and was conditional on the refinery committing to the specified implementation steps according to the schedule provided by the refinery. “Otherwise, the exception is considered null.”
