Federal National Committee Examines Sections of Federal Mental Health Bill

The Federal National Council’s Committee on Health and Environment Affairs, at its meeting held today, Tuesday March 9, at the headquarters of the General Secretariat of the Council in Dubai, chaired by Naema Abdullah Al Sharhan, second vice-president of the Council and Chairman of the Committee, continued to discuss articles of a federal mental health bill, in the presence of representatives of the Ministry of Health and Community Protection.

Committee members participated in the meeting: Sumaya Abdullah Al-Suwaidi, committee rapporteur, Ahmed Bushehab Al-Suwaidi, Shatha Saeed Alai Al-Naqbi, Azra Hassan bin Rakkad, Muhammad Ahmad Al Yamahi and Dr Moza Muhammad Hamroor Al Ameri.

Naema Al-Sharhan, Chairperson of the Committee, said the Committee continued to discuss the articles of the bill, which consists of 58 articles, with representatives from the Ministry of Health and Community Welfare, as well as the table comparative, so that a number of articles were fully discussed and accepted the amendments the committee decided on, noting that the committee will continue, at its next meeting, to discuss the rest of the articles of the bill with ministry representatives.

She indicated that the bill aims to regulate the relationship between the mentally ill and the different parties who care for him, in order to provide him with the necessary health care in accordance with the best standards applicable in the matter, to preserve the rights and the dignity of the psychiatric patient and reduce the negative effects of mental disorders on the lives of individuals and families. And society, and promote the integration of the psychiatric patient into society.

According to the explanatory memorandum received from the government, the articles of the bill deal with the definitions, objectives of the law and its scope. And the provisions relating to the accreditation of mental health services and the register of registration of patients with mental disorders. And the provisions relating to the Monitoring and Review Committee, its mandate and decisions. The general rights and rights provisions related to the health care of the psychiatric patient, the patient’s rights document, the Patient’s Rights Care Committee, in addition to a statement of the mandate of the Patient’s Rights Care Committee . And the provisions relating to the types of entry into the mental health establishment.

The articles of the bill also contain provisions relating to the controls of compulsory external therapeutic care, in addition to indicating the incapacity of the obligatory external therapeutic care, and a request for diversion of treatment. And the provisions relating to patient consent to forced admission, psychiatric patient consent to voluntary admission and emergency treatment.
