Today, Monday, the Council of Ministers approved the setting of an annual fee for the issuance and renewal of driving licenses for vehicles based on their fuel consumption.
This came after considering a number of regulations and proposals to determine the maximum service life of light vehicles and the mechanism for the disposal of older vehicles.
The resolution stated the following:
first of all:
Recognition of an annual fee to be added to the value of issuing and renewing vehicle driving licenses, to include light vehicles manufactured in 2016 and after, and light vehicles manufactured in 2015 and before, in addition to all heavy vehicles.
Secondly:
The financial contribution is obtained through the General Traffic Service, to be added to the value of the issuance and renewal of vehicle driving licenses, provided that ..
1- Classification of amounts collected from vehicle owners, as follows:
A- Fees for issuing and renewing vehicle driving licenses as prescribed by law.
b- The financial contribution of energy efficiency.
C- The total value of the issuance and renewal of vehicle driving licenses (including the costs of issuing or renewing, and the financial contribution for energy efficiency).
2- The financial contribution will be paid to the State public treasury and recorded as energy efficiency income.
Third:
The application of the financial contribution is carried out in two stages, as follows:
1- First phase: from 2022, Understand New light vehicles manufactured in 2023, provided that the demand is linked to the completion of the modernization of the electronic systems of the authorities concerned.
2- The second phase: from 2023, and includes all vehicles, provided that the implementation of this phase is linked to the verification of the Saudi Center for Energy Efficiency, in coordination with the competent authorities, with the preparation of infrastructure and resolution of any difficulties that may arise during the implementation of the first phase.
Fourth :
The Ministry of the Interior (General Directorate of Traffic) coordinates with the information center the National And the Saudi Center for Energy Efficiency, to take the necessary measures to enable the vehicle owner to visualize the value of the financial consideration imposed on his vehicle, in accordance with Article (First) of this decision, before the start of implementation, a period of time.
Fifth:
Approval of the vehicle owner’s objection mechanism to the value of the energy efficiency compensation imposed on his vehicle in accordance with Article (Premier) of this resolution in the attached format.
Sixth: The State bears all costs and fines, if any, related to non-compliance with the renewal of vehicle driving licenses, for vehicles over 15 years old and whose owners wish to remove them from the registers circulation, within a period of one year from the date of this decision, and the Ministry of the Interior is coordinating with the National Information Center, to take the necessary measures to find a mechanism for implementation of the provisions of this article.
Seventh:
The Ministry of Human Resources and Social Development, in coordination with the Ministry of Finance and the Saudi Center for Energy Efficiency, regarding the allocation of additional financial funds in the ministry’s annual budget allocated to support social security programs for groups entitled to these programs, and this to relieve the economic and social impact of the decision.
Eighth:
The National Center for Energy Efficiency, in coordination with the relevant authorities it deems appropriate, to submit a report to the Supreme Court regarding the consequences of the implementation of the decision after 3 years from the date of the decision, including the effects of the application in economic and social terms.
