FIFA has imposed a penalty on Chelsea for failing to sign new player contracts in the next two transfer periods due to a breach of contract rules, FIFA said on Friday.
Viva said in her statement that the ban had been imposed because of Chelsea's violation of international rules on the transfer and registration of minors under 18 years of age.
FIFA also imposed a fine of 600,000 Swiss francs on the English club and 510,000 Swiss francs on the FA.
The ban does not prevent players from leaving Chelsea, the decision applies to all club teams, with the exception of women's teams and indoor football teams, and Chelsea can challenge this decision.
Viva has been punished by Real Madrid, Barcelona and Atletico Madrid for similar violations.
