Siniora said that "the world is undergoing major changes, in which less cooperation, lack of clarity in vision, loss of trust in international institutions, chaos is more prevalent and the rule of law is ignored".
He stressed that "the world is progressing step by step towards a new world order and that in this situation, the Arab world has suffered many shocks last year and still suffers because geopolitics is the convergence point of the world. continents and that this region has natural resources and the largest oil reserves. " What constitutes the backbone of the West. "
And in view of the deteriorating situation in the Arab world, he stressed that "Arabs are the least determining factor for their fate and that millions of Arabs are deprived of justice and equality by dictatorships. , which led to extremism and violence and witnessed various disorders in the Arab world.
He stressed that "as long as there is no reform in the areas of diversity, diversity and freedom, human rights, the situation will continue and differences will persist between these countries and will reduce opportunities for the future. "
"I say clearly that reform is a dynamic step and that to interrupt it causes many pains and difficulties, it applies to everyone and the process of reform must always be continued, stopped and delayed, leading to high costs and the risk of failure ".

Siniora is a Lebanese politician who has held several cabinet posts and has twice chaired the government (2005-2009).
