The Minister of Municipal Affairs in charge removes the centralization of the decision and authorizes departmental officials and regional secretaries with their powers.

The Minister of Municipal and Rural Affairs instructed Mr. Majid Al-Qasabi, the administrators of the regions and governorates and ministry officials, to exercise his powers within the limits of the regulations and instructions, as well as in the context of of their administrative supervision.

According to a statement issued by the ministry, the decision aims to decentralize decision-making, to give confidence to regional secretaries and governorates and ministry officials, and to give them more powers to carry out their tasks effectively. and at an accelerated pace, to provide distinguished services to all recipients of municipal services.

The resolution aims to address the challenges facing the municipal sector, to achieve sustainable institutional performance, to create a healthy urban environment with sustainable and balanced development, to improve the quality of life in various towns and villages of the Kingdom, to strengthen the human dimension, develop the management of land and property, protect public lands, and improve the efficiency of the implementation of projects and programs, as well as the continuous improvement of the coverage of cities in public infrastructure and high quality infrastructure.

The decree gave departmental officials and regional secretaries many of the powers conferred upon it by the Public Service Act and its Regulations, the Personnel Discipline Regulations, the Employment Regulations and the Regulations. Non-Saudi Employment, Employees, Wage and Competition Regulations, Disposal of Public Property Act and Disposal of Municipal and Urban Assets Regulations. Among the powers granted to public servants are the implementation of national transformation initiatives, the adoption of land allocation decisions, the correction of errors in the data of the beneficiaries, the replacement of land granted, the adoption of land and non-residential land, the adoption of investment sites and fragmentation plans, as well as various seasonal market and livestock sites. The use of recreational lands, the modification of agricultural land uses, the partial use of projects, the allocation of government services and facilities, and the appointment, assignment and rotation of mayors.
