Qatar's Foreign Minister Mohammed bin Abdul Rahman said that a political solution in Syria was the only solution.
"We appreciate the role played by Russia last month, bringing the Palestinian parties together to end the division," he said.
He said he discussed with his Russian counterpart the need for a unified Libya and a unified Libyan army.
"There are reasons to suspend Syria's membership in the Arab League," he said, "these reasons remain and there must be a first political solution."
