Al-Hazmi continued, “The sponsorship system created a black market for visas, which resulted in the so-called underground economy which depleted the Saudi economy. The economic expert also indicated that this initiative provides a professional mobility service for a migrant worker at the expiration of his employment contract without needing the approval of the employer, and the initiative also defines the mechanisms of transfer during the validity of the contract, provided that the specified notice period and controls are met, and the exit and return service allows the expatriate worker to travel outside of Saudi Arabia, when submitting the application with an electronic notification from the employer, while the final exit service allows the worker to leave immediately after the end of the contract with an electronic notification from the employer without requiring his approval, in addition to the possibility of leaving Arabia Arabia with the worker bearing all the consequences of the termination of the contract, noting that all these services will be provided through the platform “Absher” and the “Goui” platform of the Ministry of Human Resources and Social Development.
It should be noted that this initiative was developed in partnership with the Ministry of the Interior and the National Information Center and with the support of other government agencies, after having held numerous meetings with the private sector and the Council of Saudi chambers and on the basis of studies and research that include international best practices in this area.
