After his return, he founded several commercial companies and served as economic and administrative advisor to many Arab governments and taught at the American University of Beirut, where he was dean of the faculty of economics, as well as 'at the American University of Cairo. After the establishment of the Palestinian National Authority, he returned to Gaza. He was elected MP for Khan Yunis and was appointed Minister of Planning and International Cooperation.
