The President of the Arab Union for Special Education, Dr. Mohamed Rabie Khalifa, announced the announcement of the federation by the Economic Unit Council to the Arab League, based in the Cairo, and the adoption of the statutes of the Union.

The President of the Arab Union for Special Education pointed out that the creation of the Union would contribute to the search for ways facilitating the exchange of experiences between institutions. education of Member States and similar international institutions, in line with international standards, which would improve the level of educational outcomes in the EU Member States. The values of the Union will be based on the fundamental principles of belonging, commitment, cooperation and neutrality.
For its part, the Secretary General of the Economic Unit Council of the Arab League, Ambassador Mohammed Al-Rabie stressed the importance of developing special education to contribute, with the Public education, the development of Arab societies by preparing Arab cadres capable of creativity and innovation.
He emphasized the importance of education as the basis and the main engine for achieving the development of the Arab countries, working for the return of Arab capital and the emigration of Arab scientists abroad, which have proved their worth in major American and European universities.
In response to a question from the director of the bureau of the Middle East News Agency in Kuwait on the main objectives of the Arab Union for Special Education, the President of the Union Mr. Mohamed Rabie Khalifa, said the Union aimed to create an Arab academy for the development and reintegration of teachers, as well as the creation of productive scientific research institutions in the Member States. Universities in accordance with international standards, in addition to the creation of partnerships between scientific research institutes and industrial enterprises, in order to meet the needs of the local markets of the Member States in the field of education products.
Khalifa added that the Arab Union for Special Education also aims to develop professional standards for teachers with learning difficulties and those with special needs, to implement education to all. levels and in all specialties, and to create an organization specializing in the management of researchers and innovators in the field of investment-minded and to encourage investment in design and development integrated programs. Quality professional schools catering for people with special needs and "industrial – technical – legal – technical", also encourage investments in Arabization of the experiments, studies and sources required by scientific research institutes, as well as investments in the core of e-schools or so-called "space education".
