In the governorates, Luxor governorate is the one with the most ration cards and the highest in terms of family card coverage, where the ration card coverage rate for families living at 97.4% , followed by the Fayoum governorate with a coverage rate of 97.3%, followed by Kafr in third place Sheikh coverage of 97.1%, then the governorate of Menoufia 96.9%.

In contrast, the most disadvantaged governorates are those covering household ration cards, represented in the following order: "Cairo Governorate with 66.6% coverage, Alexandria 73.1%, Beni Suef 82.7% , Suez 86.1% and Port Said governorate with 89.2% coverage, slightly above Giza governorate with a coverage rate of 90.7% of total households.
