He highlighted the main obstacles to the implementation of the Convention in the region, namely the absence of an institutional arm linking the Secretariat, on the one hand, and the countries of the region and existing specialized organizations to strengthen cooperation to reduce land degradation and mitigate the effects of drought, dust storms and sand, particularly in affected areas.
