The Federal National Council’s Committee on Health and Environmental Affairs yesterday approved its report on a federal bill on mental health, at its “remote” meeting yesterday chaired by the Second Vice-President and President of the commission, Naema Abdullah Al -Sharhan, after having finished discussing all of its 58 articles, in the presence of representatives of the Ministry of Health and Community Protection.
Committee members Sumaya Abdullah Al-Suwaidi, committee rapporteur Ahmed Bushehab Al-Suwaidi, Shatha Saeed Alai Al-Naqbi, Azra Hassan bin Rakkad, Muhammad Ahmad Al-Yamahi and Dr Moza Muhammad Hamroor Al-Ameri participated in the meeting.
Naema Al-Sharhan said the committee had considered its final report on the bill, completed the required amendments and approved it for submission to the council and for consideration, adding that the committee had approved at meetings. in which the bill was discussed with representatives of the Ministry of Health and Community Protection on the amendments, clauses and new materials.
She said that some ideas and provisions had been introduced with the aim of bringing the bill more in line with the international checklist for mental health legislation, and that a number of elements had been introduced to ensure that the mental patient receives an adequate explanation of all his within the mental health establishment, and certain conditions and controls related to the treatment of the mental patient. The minor, in accordance with the specific age of this group, in addition to confirming that the document on the rights of the mentally ill is in the Arabic language, in addition to another language determined by the health authority, as the case may be .
According to the explanatory memorandum received from the government, the articles of the bill deal with the definitions and objectives of the law, the scope of its application, the provisions relating to the accreditation of mental health services, the file of registration of mentally ill patients, the provisions relating to the Monitoring and Review Committee, its mandate and decisions, the provisions relating to general rights and rights related to the health care of the psychiatric patient, and the document Rights of the patient, the patient rights care, in addition to a statement of the mandate of the Patient Rights Care Committee and provisions for types of admission to the mental health facility.
The articles of the bill also include provisions relating to the controls of compulsory external therapeutic care, in addition to indicating the inability of compulsory external therapeutic care, to request the diversion of treatment, and provisions relating to the patient’s consent to the treatment. compulsory admission, voluntary entry and emergency treatment.
