He added that the completion of the modernization of the human resources implementation regulations and related provisions would help the ministry to oversee the empowerment of government agencies to access a solid infrastructure in the area of resources human resources and to create a stimulating work environment that fosters performance by setting up a modern system characterized by flexibility and comprehensiveness, It is reinforced by the principles of efficiency of performance and decentralization, according to which government agencies are given wide powers to manage their human resources autonomously. These regulations reflect existing enforcement issues and the organization of mutual benefits between the functional area. And a positive change in the concept of government function and promote the transition to the modern concept of human resource management.
